Does the mirror itself swivel once attached to handle bar for better viewing?

We are not exactly sure if it swivels, but Zefal's website says that "orientation can be tailored to your position".

How does it fit in the EVERJourney? Mounted under the handlebar. On the horizontal section or curving back section close to the handle bar?

I have this very same mirror and mount it on the left-hand side, just next to the brake handle. The mirror itself I position below the handlebar and angle it so I can see traffic coming up on my left side when riding. 
Just like in this image, but the mirror hangs below the handlebar, not over it (personal preferrence).

Will it fit on the left handle bar (since we ride with the traffic), so I can ride and glance at the cars approaching me (on my left) in the lane?
